The Nigerian House of Representatives has taken significant steps to implement free internet services in public areas, which will include essential facilities such as hospitals. This initiative is part of a broader effort to enhance digital connectivity across the nation, ensuring that citizens have access to reliable internet services in key public locations.
This development follows the first reading of a bill titled “An Act to establish the legal framework for a free internet access program in designated public places across Nigeria.” The proposed legislation reflects a growing recognition of the importance of internet access as a fundamental service in modern society, particularly in public sectors where access to information can significantly improve service delivery and community engagement.
The bill was introduced by Mr. Abubakar Kusada, representing the Kankia/Ingawa/Kusada Federal Constituency in Katsina State. His efforts aim to improve access to dependable and secure internet services nationwide, addressing both the digital divide and the increasing demand for connectivity among Nigerians.
Under the proposed law, various public places will be covered, including government offices, schools, hospitals, police and military barracks, public parks, airports, and transport terminals. This comprehensive approach ensures that a wide array of facilities will benefit from the initiative, promoting connectivity in both urban and rural areas.
The bill guarantees that users will not incur any fees for accessing the internet, making it an entirely free service. Furthermore, it emphasizes the importance of user-friendly access while tackling security concerns that may arise with open internet services. By focusing on both accessibility and safety, the legislation aims to create a secure online environment for all users.
The implementation of this initiative will be led by the Nigerian Communications Commission (NCC) and the National Information Technology Development Agency (NITDA), which will collaborate with other relevant agencies to develop a comprehensive plan for the rollout of free internet services within a year of the bill’s commencement. This coordinated effort highlights the commitment of the government to enhancing digital infrastructure and service delivery across the country.
Additionally, the bill encourages partnerships with the private sector to enhance service delivery further. It stipulates a minimum internet speed of 2 Mbps, ensuring that users receive a quality experience while accessing the internet in public spaces.
